Keqiao Issues Shaoxing’s First “Join in Cards”

The issuance ceremony for the first batch of Shaoxing’s “Join in Cards”, together with the “Keqiao · City of Innovation” policy briefing on foreign talent innovation and entrepreneurship, was recently held at the Zhejiang (Shaoxing) High-Level Foreign Experts Innovation Center.

During the issuance ceremony, 12 foreign professionals from countries including France, Italy, India, and Pakistan received the “Join in Cards”. They are engaged in innovation and entrepreneurship in fields like science and technology, and business development within the district.

The “Join in Card” combines the functions of a work permit and a social security card for foreigners in China. It integrates more than 10 key data elements, including a foreigner’s work permit, personal identification, social security details, and bank account information. Designed to address common challenges faced by foreigners, including complicated identity verification, payment difficulties, and limited service accessibility, the card allows foreign holders to access 264 public services—covering government affairs, healthcare, transportation, tourism, finance, and more—on par with local residents. It truly delivers on the promise of “one card for the whole city, one code for a seamless life”.

During the event, Keqiao District unveiled its updated 2025 policy package to support foreign talent in innovation and entrepreneurship, introducing new measures to encourage startups, fund innovation, and improve quality of life. The event also marked the official launch of the Shaoxing Keqiao Foreigner’s Work Permit Service Station.
